Chicago Mayor Richard M. Daley announced Tuesday that he will not seek another term in office, touching off a potential power struggle in Windy City politics that could involve the White House.
Daley, who was first elected mayor in 1989 and handily won reelection every time since, often with little opposition, said that the decision not to seek reelection was personal, according to local media reports.
